Meritocratic Public Policy Institute
Rafael Jacob Galapo Rosenthal (RJGR) Ph.B, is developing a new school of economic thought, named ‘’Meritocratic Economics School of Economic Thought (MESET)’’, with some similarities from Georgism economics. The aspect that MESET differentiate from Georgism, is that MESET, ‘’the state owns the land’’, and SLVT rate at full Economic Rent (ER) value, to remove 100% public and private ER it’s just the method how the state continues the ownership even when citizens uses the land. It expected to disrupt all previous economic theories and be implemented in most countries sooner or later. In comparison to prior economic theories and ideas propounded by economists and organizations, our innovations include:
Land (Land in economics, includes all-natural resources) it’s fully owned by the state, and citizens Private Sector (PS) fully and only own Labor and Capital (LC) without any government intervention, e.g. no interest rate setting/manipulation, no Labor and Capital Taxes (LCTs), no subsidies, stimulus packages, no need to inform earnings, decrease in deficit and debt as percentage of GDP etc. The state rents/leases/sell the land (according each type of land) to PS-LC highest bid. Because of the following:

All state/government income being derived solely from Land Output Income(LOI)/Land Economic Rent (LER). This is in keeping with concepts put forward by 18th century Enlightenment French economists, known as the Physiocrats, who argued that all taxation is ultimately at the expense of land rental values and Land Value Taxes (LVTs). LC-PS would not pay LCTs based upon their own normal profits/costs but, rather, it would come from LER/LOI earnings.

State land ownership rent for the highest LC-PS bid, it what removes ER and LCTs that enables PS-Workers-Labor to fully own and increase Labor Income Output (LBIO) and PS-Companies-Capital to fully own and increase Capital Income Output (CIO). This makes the state land ownership, an ownership of land/LOI shared equally by all citizens-LC and not anymore, a tax. I.e. state land ownership it’s for citizens-PS-LC benefits, it makes all citizens owning the land, becoming a positive ‘’tax’’, even if government stole the money. Vice versa it’s also applied, LC-PS full ownership is what enables the state to rent the land for the highest LC-PS bid. I.e. LC-PS full ownership it’s for state benefit. But the state land ownership it’s not an indirect ownership of LC-PS, because doesn’t take anything from them, but rather removes private and public ER and give them back in public infrastructures, services etc.).

All those are in a sequence of grounded economic concepts interacting with other concepts, answering all counter arguments. Making SLVT inside of MESET, a much broader, easier to understand all SLVT advantages, different meaning, results, information, data, and estimates (e.g. 50% increase in: wages and state income, and 10% economic growth, etc.) that will incentivize a significant proportion of a given population and companies (estimated 90%) plus its government, operating within a particular region to accept SLVT. This transforms SLVT inside MESET theory irrefutable and easy to be implemented together with our new strategies, much more than all previously SLVT theories. RJGR is convinced that would win any debate.
The line of thought, it’s to create a stable State Operating System (SOS) that creates more output in short and long term (includes saving land for future use) trough 100% meritocratic system. This includes sacrificing many things for output creation, mainly private land ownership. SOS is composed by a Political and economic system. RJGR already wrote 160 pages about the MESET. MESET is a proposal for PhD in Public Economics or Political Economy or Public Policy. After it’s completion, RJGR new Political philosophy of ‘’Meritocratic private Government for profit (MG)’’, with already 60 written pages, is a proposal for postdoc in Public Policy or Political Science. Later RJGR would continue to write what should be the policies and rules to implement meritocratic governance in all aspects of the state, e.g. garbage collection, labor laws, health care, education, security, international relations, etc. RJGR is self-taught and everything it’s written without help of anyone or courses.
